Building Plan 13th Month Follow up Smart Survey

The Building Control section within the Midvaal Local Municipality’s Department of Development Planning are responsible for the processing of building plan applications and monitoring all developments in the municipality prior to occupation. The section must ensure that construction of approved building plans takes place within 12 months. This requires on-site visits to assess the current status of each application. The Building Control section would then extract an Excel spreadsheet from the building plan applications system of applications that needed to be inspected on site. This list was given to the GIS section to create hard-copy maps for each building inspector. The building inspectors would conduct on-site investigations, manually recording the status of each application. Upon returning to the office, the building inspectors would re-enter this information into the spreadsheet. The solution addresses this service delivery challenge by providing building control services more efficiently through transitioning from a manual, paper-based process to a streamlined digital workflow. The previous manual method was not only time-consuming but also prone to errors and data duplication. By implementation of the smart survey approach, the entire process was completed on site by using a mobile device. The key benefits include but not limited to increased efficiency and accuracy, real time data entry, streamlined workflow and sustainability (paperless).
